Operations Manager

The key aim of this role: To manage the operation of both the EFW & MRF and to ensure the conformance of all workers concerning legal and regulatory requirements, quality and environment assurance standards, Health and Safety, work in accordance with permits to operate under EA regulations, company policies, and GOL safe working practices. Roles &Responsibilities:

·       Lead by example andsupport the site management team to show, promote and acknowledge positivebehaviours and develop a proactive safety culture.

·       Communicate businessobjectives, performance, and other matters of business to staff.

·       Deliver an effectivesafety and environmental compliance culture for all plant and processes onsite.

·       Represent the site andGOL in internal and external forums.

·       Ensure that sufficientresources are in place to provide adequate and appropriate training to maintainand improve operational performance.

·       Work closely with theplant manager and the maintenance manager to deliver robust engineeringsolutions and to meet plant availability targets.

·       Undertake all aspectsof staff management for direct reports, including recruitment, induction,appraisals, training & development, disciplinary & grievance, annualsalary reviews and PDPs (Personal Development Plans).

·       Produce, maintain,commission and authorising site-specific risk assessments and workinstructions.

·       Direct the operationsteams to deliver on financial and technical performance targets.

·       Assist in establishingannual goals and objectives while supporting the strategy for the businessunit.

·       Manage all materialflows both in and out of the site.

·       Managing an annualbudget.

·       Lead and contribute toprojects on site.

·       Ensure downtime of theplants is minimised.

·       Report on plantperformance including budgets, CAPEX, plant availability and project progress(including outages).

·       Deliver operationalefficiencies and cost-saving solutions.

·       Maintain and reviewtechnical, operational, and financial KPI's.

·       Maintain EnvironmentalPermit requirements and relevant ISO standards.

·       Ensure H&S andother required inspections are completed, and actions closed out promptly.

·       Support externalaudits.

·       Record and processaccidents, incidents, near miss events, and audit/inspection nonconformities.

·       Monitor trends inperformance to drive safety, compliance, and efficiency improvements throughprocess change.

·       Interpret performancedata in periodic reports for internal & external submission.

·       Liaise with relevantexperts within your region and across the business to design and implementtechnical solutions.

·       Identify opportunitiesfor innovation and process improvement.

·       Develop site knowledgeand procedures for abnormal and emergency situations to allow effectivemanagement of such scenarios i.e. troubleshooting, breakdowns.

·       Deliver technical andnon-technical presentations; host visits and tours to serve current andpotential customers and other interested parties.

GeneralResponsibilities:

·       Contribute to theoverall performance of the Company through cooperation/assistance with otherCEL Facilities, shared experiences, and supporting initiatives that areapproved and supported by the senior management team.

·       Keep up to date on andbe conversant with all relevant legislation, interpret and communicate it toall staff while giving clear guidelines in respect of the appropriate actionrequired.

Health and SafetyResponsibilities:

·       Be responsible for dayto day health and safety on site with a functional link to the company’s Headof Health and Safety.

·       Control theestablishment and use of the Permit to Work system.

·       Ensure there is alwaysa high standard of housekeeping on the plant.

·       Act as Safetycontroller within the Company’s Permit to Work (PTW) system. Ensure fullcompliance and application of the Permit to Work system in relation toassociated operations/maintenance activities.

·       Report and act againstany contravention of statutory and GOL Safe working practices, this includesreporting accidents and incidents.

·       Highlight anynecessary changes required within Safe systems of work and Risk Assessments.

·       Build and maintainstrong working relationships with all departments.

·       Be fully aware of theobligations of the EA operating permit.

·       The above duties arenot exhaustive. The job holder will also be required to carry out other ad hocduties that are necessary.

Limits of Authority:

·       The OM will havedelegated responsibility to take any decision or steps necessary in case ofemergency associated with any matters relating to health and safety, theenvironment, or any issue that may prejudice continuing operations or result indamage to equipment or materials. In such circumstances, any such action shallbe reported to the Plant Manager as soon as possible.

·       Has full authority andresponsibility for all operations personnel, subcontractors, and visitors tothe plant whilst on the site.

·       Is authorised to issueletters, faxes, or orders relating to maintenance activities as required andconsistent with the operational needs of the plant

Qualifications

Essential:

·       Qualification in anEngineering discipline (relevant to the waste industry or power industry) orequivalent experience

·       NEBOSH / IOSH ManagingSafely

Desirable

·       HV SAP.

·       Boiler Operation andMaintenance with Burner Combustion (BOAS).

·       Boiler house watertreatment.

·       Legionella awareness.

·       Application of Healthand Safety Legislation including PUWER, LOLER, CDM Regulations.

·       Membership of anappropriate professional body such as the Institute of mechanical engineering,CIWM or IOSH or IEMA

·       City and GuildsConfined Space - Medium Risk.
